A user must have the Developer or Administrator role to access and use the Lookup Adaptor Debugger tools.
If only the Developer role is assigned, this is not sufficient to create new Customer Profiles if the developer finds missing Profiles while debugging and needs to create them. Consider assigning the Agent role with the Developer role to inherit the proper permission to create Customer Profiles.
